Board for Topical Peer Review

Mandate

For each topical peer review cycle, ENSREG members and observers appoint a chair, vice-chair and members to the TPR Board to oversee and supervise TPR preparations and process. The TPR Board’s mandate is set out in a ‘terms of reference’ for each TPR cycle.

Main tasks and activities

The Board’s main tasks are to:

  • oversee the overall TPR process and outcomes in line with the requirements of the Nuclear Safety Directive
  • coordinate the preparatory steps for the TPR, including developing the terms of reference and WENRA technical specifications
  • develop a detailed methodology for the peer review and supervise the work carried out by the peer review expert teams
  • organise peer review meetings and workshops
  • coordinate the drafting of the final peer review reports describing the review findings and follow-up actions.

Membership and operation

The TPR Board operates in line with the terms of reference document and decisions taken by ENSREG. These outline the Board’s membership, role, resources, working methodology and expected output.

ENSREG appoints the TPR Board’s Chair and Vice-Chair from nominations of senior representatives from the regulatory authorities. 

The Commission appoints a senior manager as an observer to the Board in line with the Nuclear Safety Directive. The Chair and Vice-Chair select peer review experts, team leaders and rapporteurs from people nominated by the participating countries. 

The team leaders’ role is to oversee different technical parts of the review. The Board is made up of the Chair, Vice-Chair, senior Commission manager, team leaders and a Commission technical secretariat. It meets online or in person depending on operational needs.
